Alice was hired as a subcontractor to review the potential impacts of Sprint’s proposed cellular antenna installation on historic resources in Gardena, California. Because the project required a permit from a federal agency, Sprint was required to evaluate the impact of its project on the environment under the National Environmental Policy Act (NEPA). Sprint’s engineering consultant had prepared a “Preliminary NEPA Checklist” that determined that the installation was near historic resources, thereby triggering further review under Section 106 of the National Historic Preservation Act (NHPA).

The engineering consultant hired Alice to assess and document the potential direct and indirect effects of this installation on those historic resources. Alice conducted archival research to identify all previously documented historic resources and districts within a two-block radius of the proposed equipment installation, and conducted an intensive field survey to determine whether the equipment would be visible from any historic resource. Alice determined that the proposed undertaking would have no direct or indirect negative effects on individual historic resources or historic districts. The resulting documentation was delivered to the engineering consultant for submission to the California State Historic Preservation Office (SHPO) to complete the required Section 106 review.
